Zu den Zielen der Vereinbarung geh\u00f6ren der Austausch von Informationen (einschlie\u00dflich der brasilianischen Studie zum Chemikalienmanagement) und die St\u00e4rkung der Zusammenarbeit bei der Gestaltung von Strategien, Vorschriften und Regulierungsinstrumenten f\u00fcr das Management von chemischen Stoffen.<\/p><p style=\"font-weight: 400;\">Die\u00a0<a href=\"https:\/\/www.argentina.gob.ar\/sites\/default\/files\/if-2019-54718677-apn-dsypqsgp.pdf\" data-lf-fd-inspected-xbp1oaenlpz8edvj=\"true\" target=\"_blank\" rel=\"noopener\">Nationales Gesetz zum Risikomanagement von chemischen Stoffen<\/a>\u00a0wurde im Juni 2019 mit dem Ziel ver\u00f6ffentlicht, auf nationaler Ebene ein harmonisiertes Verzeichnis aller chemischen Stoffe zu erstellen, die auf dem Staatsgebiet hergestellt oder eingef\u00fchrt werden, und die Mechanismen zur Bewertung und zum Management ihrer Risiken zu st\u00e4rken. Das System \u00e4hnelt dem in Brasilien vorgeschlagenen: Es wird schrittweise eingef\u00fchrt; das Ministerium f\u00fcr Umwelt und nachhaltige Entwicklung ist die hauptverantwortliche Beh\u00f6rde; Chemikalien werden von einem speziellen Ausschuss bewertet, der eine Liste gef\u00e4hrlicher Chemikalien erstellt (und f\u00fcr das Risikomanagement priorisiert); eine Anpassungszeit von drei Jahren und die obligatorischen j\u00e4hrlichen Aktualisierungen des Systems durch Hersteller und Importeure werden folgen.<\/p><p style=\"font-weight: 400;\">Die lokale Regierung hat\u00a0<a href=\"https:\/\/www.argentina.gob.ar\/normativa\/nacional\/resoluci%C3%B3n-192-2019-325029\" target=\"_blank\" rel=\"noopener\">Entschlie\u00dfung 192\/2019<\/a>die eine nationale Liste der vorhandenen, eingeschr\u00e4nkten und verbotenen chemischen Stoffe erstellt hat, die st\u00e4ndig erg\u00e4nzt wird. Au\u00dferdem,\u00a0<a href=\"https:\/\/www.argentina.gob.ar\/normativa\/nacional\/decreto-504-2019-325441\" target=\"_blank\" rel=\"noopener\">Erlass 504\/2019<\/a>\u00a0wurde in enger Zusammenarbeit mit einer interministeriellen Gruppe ver\u00f6ffentlicht, die f\u00fcr die Koordinierung verschiedener Regierungsbereiche zust\u00e4ndig ist, um ein nationales Management von chemischen Stoffen zu gew\u00e4hrleisten und die eingegangenen nationalen und internationalen Verpflichtungen zu erf\u00fcllen.<\/p><p style=\"font-weight: 400;\">Der Gesetzentwurf f\u00fcr ein nationales Chemikalienrecht wurde im September 2019, unmittelbar vor den Wahlen im Oktober, zur \u00f6ffentlichen Diskussion gestellt. Letztendlich beeintr\u00e4chtigte der Regierungswechsel weitere Fortschritte und der Entwurf wurde von der argentinischen Exekutive zur\u00fcckgezogen. Chemical Regulation Argentina REACH What is Argentina REACH? In 2018, a\u00a0memorandum\u00a0of understanding and cooperation for the management of chemicals was signed between Argentina and Brazil. Among its objectives, the memorandum aimed to exchange information (including the Brazilian study on chemical management) and to strengthen collaboration in the design of policies, regulations, and regulatory instruments for the management of chemical substances. The\u00a0National Law for the Management of the Risk of Chemical Substances\u00a0was published in June 2019 with the purpose to create a harmonized inventory at the national level of all chemical substances produced or introduced in the territory and to strengthen the mechanisms for evaluating and managing their risk. The system is similar to the one proposed in Brazil: it will be implemented in phases; the Ministry of Environment and Sustainable Development is the main agency in charge; chemicals will be evaluated by a special committee that will create a hazardous chemical list (and will be prioritized for risk management); a 3 years adaptation time; and manufacturers\u2019 and importers\u2019 mandatory annual updates to the system will follow. The local government issued\u00a0Resolution 192\/2019, which created a national list of existing, restricted, and prohibited chemical substances, and is continuously being populated. Moreover,\u00a0Decree 504\/2019\u00a0was closely published, implementing an interministerial group responsible for coordinating different governmental areas to guarantee national management of chemical substances, fulfilling the national and international commitments assumed. The draft law of national chemical legislation was presented to public discussion in September 2019, right before the country\u2019s election in October. In the end, the change in government affected further progress and the draft was withdrawn by Argentina\u2019s executive power. Meanwhile, an improved version is ready to be published, but not to be presented to Congress since the new election is scheduled for October 2021.
