Im Jahr 2010 wurde diese Verordnung zum ersten Mal \u00fcberarbeitet und die\u00a0<em>Bestandsaufnahme<\/em>\u00a0(IECSC) wurde mit der Verordnung Nr. 7 eingef\u00fchrt.<\/p><p>Nach 9 Jahren der Umsetzung der Verordnung Nr. 7 forderte das MEE die zweite \u00dcberarbeitung der\u00a0<em>Ma\u00dfnahmen f\u00fcr das Umweltmanagement Registrierung neuer chemischer Stoffe,\u00a0<\/em>die am 12. Februar 2020 endg\u00fcltig verabschiedet wurde (MEE Order No.12). Diese neue Verordnung ist am 1. Januar 2021 in Kraft getreten und hat die vorherige Verordnung (Verordnung Nr. 7) ersetzt.<\/p><p>Gem\u00e4\u00df den Bestimmungen dieser Verordnung m\u00fcssen Unternehmen einen Registrierungsantrag stellen, wenn der hergestellte\/importierte Stoff nicht in der Liste der\u00a0<em>Bestandsaufnahme<\/em>. Alle T\u00e4tigkeiten, einschlie\u00dflich Forschung, Herstellung, Einfuhr und Verarbeitung, m\u00fcssen den Anforderungen der Verordnung entsprechen, solange die chemischen Stoffe in den Anwendungsbereich dieser Verordnung fallen. Seitdem wird die Liste regelm\u00e4\u00dfig aktualisiert. Derzeit sind 46.192 chemische Stoffe aufgelistet (Stand der letzten Aktualisierung: 17.11.2020). Die Stoffe im Verzeichnis werden als Kategorienamen dargestellt, weder CAS-Nummer noch Molekularstruktur sind angegeben. Stoffe, die nicht im Inventar aufgef\u00fchrt sind, werden als\u00a0<strong>Neue chemische Substanz<\/strong>.<\/p><p>Die Bestandsaufnahme besteht aus zwei Teilen (<strong>\u00f6ffentlich<\/strong>\u00a0und\u00a0<strong>vertraulich<\/strong>). Derzeit gibt es 3.270 vertrauliche Stoffe. Die Unternehmen m\u00fcssen eine formelle Anfrage stellen, um zu pr\u00fcfen, ob ein Stoff im vertraulichen Teil aufgef\u00fchrt ist. Das China Solid Waste and Chemicals Management Center (SCC), eine Abteilung des MEE, stellt dann ein Best\u00e4tigungsschreiben aus (in der Regel innerhalb von zwei Wochen) und erhebt eine Geb\u00fchr von 3 000 RMB. GPC kann die Anfrage im Namen des Kunden unterst\u00fctzen.<\/p><p>Obwohl alle Monomere im Verzeichnis aufgef\u00fchrt sind, sind Polymere weiterhin registrierungspflichtig.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-be669e4 elementor-widget elementor-widget-heading\" data-id=\"be669e4\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Jahresbericht<\/h3>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7c1cc39 elementor-widget elementor-widget-heading\" data-id=\"7c1cc39\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Erster T\u00e4tigkeitsbericht<\/h4>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1a82fa8 elementor-widget elementor-widget-text-editor\" data-id=\"1a82fa8\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>Unabh\u00e4ngig von der Art der Registrierung m\u00fcssen die Zertifikatsinhaber oder ihre Beauftragten die ersten T\u00e4tigkeitsberichte innerhalb von 60 Tagen nach der ersten T\u00e4tigkeit (Herstellung und Einfuhr\/Verbringung an nachgeschaltete Anwender) der betreffenden chemischen Stoffe vorlegen.<\/p><p>Der Bericht sollte die folgenden Informationen enthalten:<\/p><ul><li>Informationen \u00fcber das einf\u00fchrende oder produzierende Unternehmen im Inland<\/li><li>Zeit, Ort und Umfang der ersten Aktivit\u00e4t<\/li><li>\u00dcbertragene Benutzerinformationen<\/li><li>Ma\u00dfnahmen zur Kontrolle von Umweltrisiken<\/li><li>Umsetzung der Anforderungen an das Umweltmanagement<\/li><\/ul>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ddf09c4 elementor-widget elementor-widget-heading\" data-id=\"ddf09c4\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Jahresbericht<\/h4>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-da03a11 elementor-widget elementor-widget-text-editor\" data-id=\"da03a11\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>Inhaber von regul\u00e4ren Zulassungsbescheinigungen oder deren Bevollm\u00e4chtigte, die in ihren Bescheinigungen mit der Verpflichtung zur Vorlage von Jahresberichten vermerkt sind, m\u00fcssen ab dem zweiten Jahr der Zulassung bis zum 30. April Jahresberichte vorlegen.<\/p><p>Der Jahresbericht sollte die folgenden Informationen enthalten:<\/p><ul><li>Aufzeichnung der Aktivit\u00e4ten mit neuen chemischen Stoffen aus dem letzten Jahr, In 2003, Chinese Ministry of Ecology and Environment (MEE) introduced the regulation on the registration of New Chemical Substances (MEP Order No.7). In 2010, this regulation was revised for the first time and the\u00a0Inventory\u00a0(IECSC) was introduced under Order No.7. Chinese manufacturers or importers Chinese processing users Foreign companies selling New Chemical Substances to China can register via Only Representative (OR) Chinese domestic companies can submit the application by themselves. Overseas applicants can appoint a Chinese agent (OR) who will share the legal responsibility with them to fulfill the registration and post-registration obligations. The OR should have a legal entity in China. \u00a0\u00a0 Registration Type Registration Document Inventory The Inventory of Existing Chemical Substances in China (IECSC) was introduced in 2013. The list has been regularly updated since then. Currently, there are 46,192 listed chemical substances as of the latest updates (Latest reference date 2020-11-17). Substances in the inventory are presented as category names, neither CAS number nor molecular structure is given. Substances that are\u00a0not listed in the Inventory are considered\u00a0New Chemical Substance. The Inventory consists of two parts (public\u00a0and\u00a0confidential). Currently, there are 3,270 confidential substances. Companies must submit a formal enquiry in order to check if a substance is listed in the confidential part. China Solid Waste and Chemicals Management Center (SCC), a division of MEE, then will issue a letter of confirmation (usually within 2 weeks) and a 3 000 RMB fee will be charged. GPC can assist the enquiry on the customer\u2019s behalf. Despite all monomers being listed in the inventory, polymers are still required for registration. Annual Report First activity report Certificate holders or their ORs, regardless of registration types, have to submit the first activity reports within 60 days since the first activity (manufacture and import\/transfer to downstream user) of concerning chemical substances. The report should contain the following information: Domestic importing or producing company\u2019s information Time, place, volume of the first activity Transferred user\u2019s information Environmental risk control measures Implementation of environmental management requirements Annual Report Regular registration certificate holders or their ORs of those noted with Annual Report obligation on their certificates have to submit Annual Reports before 30 April from the second year of registration.
