Tambi\u00e9n promueve m\u00e9todos alternativos para la evaluaci\u00f3n del peligro de las sustancias con el fin de reducir el n\u00famero de ensayos con animales.<\/p><p>En principio, REACH se aplica a todas las sustancias qu\u00edmicas; no s\u00f3lo a las utilizadas en procesos industriales, sino tambi\u00e9n en nuestra vida cotidiana, por ejemplo en productos de limpieza, pinturas y art\u00edculos como ropa, muebles y electrodom\u00e9sticos. Por tanto, el Reglamento afecta a la mayor\u00eda de las empresas de la UE.<\/p><p>REACH hace recaer la carga de la prueba en las empresas. Para cumplir el Reglamento, las empresas deben identificar y gestionar los riesgos vinculados a las sustancias que fabrican y comercializan en la UE. Tienen que demostrar a la ECHA c\u00f3mo puede utilizarse la sustancia de forma segura, y deben comunicar las medidas de gesti\u00f3n de riesgos a los usuarios.<\/p><p>Si no es posible gestionar los riesgos, las autoridades pueden restringir el uso de sustancias de di\ufb00ferentes maneras. A largo plazo, las sustancias m\u00e1s peligrosas deben sustituirse por otras menos peligrosas.<\/p><p>REACH son las siglas en ingl\u00e9s de Registro, Evaluaci\u00f3n, Autorizaci\u00f3n y Restricci\u00f3n de Sustancias y Preparados Qu\u00edmicos. Las empresas tienen que registrar sus sustancias y para ello deben colaborar con otras empresas que est\u00e9n registrando la misma sustancia.<\/p><p>La ECHA recibe y eval\u00faa cada registro para comprobar su conformidad, y los Estados miembros de la UE eval\u00faan las sustancias seleccionadas para aclarar las preocupaciones iniciales sobre la salud humana o el medio ambiente. Las autoridades y los comit\u00e9s cient\u00ed\ufb01cos de la ECHA eval\u00faan si es posible gestionar los riesgos de las sustancias.<\/p><p>Las autoridades pueden prohibir las sustancias peligrosas si sus riesgos son incontrolables. Tambi\u00e9n pueden decidir restringir un uso o someterlo a una autorizaci\u00f3n previa.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7c1cc39 elementor-widget elementor-widget-heading\" data-id=\"7c1cc39\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Calendario REACH<\/h4>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1a82fa8 elementor-widget elementor-widget-text-editor\" data-id=\"1a82fa8\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>A partir del 31 de mayo de 2018, todas las sustancias qu\u00edmicas recibir\u00e1n el mismo trato y no se permitir\u00e1 comercializar ni fabricar en la UE las sustancias qu\u00edmicas que no est\u00e9n registradas en REACH en la Agencia Europea de Sustancias y Preparados Qu\u00edmicos.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ddf09c4 elementor-widget elementor-widget-heading\" data-id=\"ddf09c4\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Proceso de registro REACH<\/h4>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-da03a11 elementor-widget elementor-widget-text-editor\" data-id=\"da03a11\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>Para minimizar los ensayos con animales y el coste de los datos para cada solicitante de registro, REACH fomenta la puesta en com\u00fan de datos entre todos los solicitantes de registro mediante la presentaci\u00f3n conjunta de los datos de registro a la ECHA. El principio fundamental de REACH es \"una sustancia, un registro\".<\/p><p>Durante el proceso de presentaci\u00f3n conjunta, uno de los miembros entre los fabricantes de las mismas sustancias qu\u00edmicas se designar\u00e1 a s\u00ed mismo como solicitante de registro principal y el solicitante de registro principal o el consorcio REACH realizar\u00e1 la mayor parte del trabajo, como la recopilaci\u00f3n de datos, la elaboraci\u00f3n del expediente t\u00e9cnico y del informe sobre la seguridad qu\u00edmica (ISQ), y la presentaci\u00f3n del expediente de registro conjunto a la ECHA. Otros cosolicitantes de registro s\u00f3lo tendr\u00e1n que pagar al solicitante de registro principal o al consorcio una tasa para remitirse al expediente de registro conjunto y, a continuaci\u00f3n, preparar la parte individual del expediente de registro en IUCLID6.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f914748 elementor-widget Chemical Regulation EU REACH What is REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) ? REACH is a regulation of the European Union, adopted to improve the protection of human health and environment from the risks that can be posed by chemicals, while enhancing the competitiveness of the EU chemicals industry. It also promotes alternative methods for the hazard assessment of substances in order to reduce the number of tests on animals. In principle, REACH applies to all chemical substances; not only those used in industrial processes but also in our day-to-day lives, for example in cleaning products, paints as well as in articles such as clothes, furniture and electrical appliances. Therefore, the regulation has an impact on most companies across the EU. REACH places the burden of proof on companies. To comply with the regulation, companies must identify and manage the risks linked to the substances they manufacture and market in the EU. They have to demonstrate to ECHA how the substance can be safely used, and they must communicate the risk management measures to the users. If the risks cannot be managed, authorities can restrict the use of substances in di\ufb00erent ways. In the long run, the most hazardous substances should be substituted with less dangerous ones. REACH establishes procedures for collecting and assessing information on the properties and hazards of substances. Companies need to register their substances and to do this they need to work together with other companies who are registering the same substance. ECHA receives and evaluates each registrations for their compliance, and the EU Member States evaluate selected substances to clarify initial concerns for human health or for the environment. Authorities and ECHA\u2019s scienti\ufb01c committees assess whether the risks of substances can be managed. Authorities can ban hazardous substances if their risks are unmanageable. They can also decide to restrict a use or make it subject to a prior authorisation. REACH Registration Process To minimize animal testing and data fee for each registrant, REACH encourages data sharing among all registrants by the joint submission of registration data to ECHA. During joint submission process, one of the member among the manufacture of same chemicals nominate himself as lead registrant and the lead registrant or REACH consortium will do most of the work such as data collection, development of technical dossier and Chemical Safety Report (CSR), and submission of joint registration dossier to ECHA.
