La EAEU aprob\u00f3 un reglamento el 3 de marzo de 2017, y se espera que entre en vigor el 30 de noviembre de 2022. El reglamento, conocido como \"Technical Regulation of Eurasian Economic Union on Safety of Chemical Products- TR EAEU 041\/2017\", establece requisitos para las sustancias qu\u00edmicas, mezclas y otros productos qu\u00edmicos que se comercializar\u00e1n en la UEEA.<\/p><p>El TR EAEU 041\/2017 tambi\u00e9n se conoce como REACH euroasi\u00e1tico. Abarca todas las sustancias qu\u00edmicas excepto las enumeradas en el anexo I del Reglamento. Seg\u00fan el Reglamento, existen diferentes requisitos y procesos para las sustancias nuevas y las existentes. Las sustancias existentes son las incluidas en el inventario ruso, mientras que las nuevas son las sustancias qu\u00edmicas que no figuran en el inventario ruso. Las sustancias existentes requerir\u00e1n registros simplificados, mientras que las nuevas requerir\u00e1n registros est\u00e1ndar.<\/p><p>Las empresas no pertenecientes a la UEEA que exportan o desean exportar productos qu\u00edmicos a la UEEA deben nombrar a un representante designado situado en la UEEA para que cumpla sus obligaciones de importador.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-61a0bb0 elementor-align-center elementor-widget elementor-widget-button\" qu\u00edmicas.<\/li><li>Nuevos productos qu\u00edmicos<\/li><li>Productos qu\u00edmicos que contienen sustancias qu\u00edmicas y mezclas (incluidas en el registro de productos qu\u00edmicos) de uso limitado en el territorio de la Uni\u00f3n, en concentraciones que superan los l\u00edmites establecidos en el ap\u00e9ndice 4.<\/li><\/ul>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div 3;<\/li><li>b) el nombre de la sustancia qu\u00edmica seg\u00fan la nomenclatura de la IUPAC, tambi\u00e9n en ingl\u00e9s;<\/li><li>c) la f\u00f3rmula estructural de una sustancia qu\u00edmica;<\/li><li>d) N\u00famero CAS;<\/li><li>d) datos del an\u00e1lisis instrumental de una sustancia qu\u00edmica;<\/li><li>e) el grado de pureza del producto qu\u00edmico;<\/li><li>g) los usos previstos del producto qu\u00edmico;<\/li><li>h) m\u00e9todos propuestos de eliminaci\u00f3n (tratamiento) de una sustancia qu\u00edmica;<\/li><li>i) un m\u00e9todo de transporte de una sustancia qu\u00edmica y medidas para prevenir y eliminar emergencias;<\/li><li>j) m\u00e9todos anal\u00edticos de control;<\/li><li>k) datos fisicoqu\u00edmicos de una sustancia qu\u00edmica;<\/li><li>l) datos sobre la toxicidad de la sustancia qu\u00edmica;<\/li><li>m) datos sobre la ecotoxicidad de la sustancia qu\u00edmica;<\/li><li>n) copias de datos (protocolos) de estudios (ensayos) de una sustancia qu\u00edmica para la determinaci\u00f3n de la bioacumulaci\u00f3n, carcinogenicidad, mutagenicidad, toxicidad, realizados en laboratorios (centros), reconocidos por el organismo autorizado de acuerdo con los principios de buenas pr\u00e1cticas de laboratorio de conformidad con la legislaci\u00f3n del Estado miembro ( investigaci\u00f3n (ensayo) en otros laboratorios (centros) en el plazo de 2 a\u00f1os a partir de la fecha de entrada en vigor del presente reglamento t\u00e9cnico).<\/li><\/ul><\/li><\/ul><p><strong>NOTA:<\/strong>\u00a0El permiso de registro tiene una validez de 5 a\u00f1os (si el producto cumple la norma TR 041 y la instituci\u00f3n responsable no tiene observaciones, el permiso se prorroga autom\u00e1ticamente despu\u00e9s de 5 a\u00f1os).<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-533d12d elementor-widget elementor-widget-heading\" data-id=\"533d12d\" Chemical Regulation Eurasia REACH (TR041) What is TR041 (EURASIA REACH)? The Eurasian Economic Union (EAEU) Council consists of five member states, that are,\u00a0Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan. EAEU approved a regulation on March 3, 2017, and it is expected to come into force on November 30, 2022. The regulation, known as \u2018Technical Regulation of Eurasian Economic Union on Safety of Chemical Products- TR EAEU 041\/2017, establishes requirements for chemical substances, mixtures, and other chemical products that will be placed on the EAEU market. TR EAEU 041\/2017 is also known as Eurasian REACH. It covers all chemicals except the ones listed in Annex I of the regulation. According to the regulation, there are different requirements and processes for new and existing substances. Existing substances are those nominated into the Russian inventory while new substances are the chemicals that are absent from the Russian inventory. Existing substances will require simplified registrations while new substances will require standard registrations. Non-EAEU companies that export or want to export chemicals to the EAEU are required to appoint Nominated Representative located in the EAEU to carry out their importer obligations. The compliance assessment\u00a0with the requirements of the TR 041\u00a0is carried out in one of the following ways: 1) Notification Registration For substances that are listed (e.g. notified)\u00a0in the Eurasian chemical inventory: that do not\u00a0do not contain prohibited and (or) restricted to use chemicals and mixtures. that contain restricted to use chemicals and mixtures in concentrations below the established limit, according to Appendix N 4. *Document requirements: Application form (in accordance with Appendix 5); SDS\u00a0 in accordance with paragraphs 36-43 of TR 041\/2017; Protocols of studies (tests) carried out in test\u00a0 laboratories, and (or) documents containing information obtained from official information sources.\u00a0NOTE:\u00a0Research\u00a0protocols are not required if the chemical product is already listed\u00a0in the register of chemicals and mixtures of the Union. The registration certificate is provided online and\u00a0has no expiration\u00a0date. 2) Permissive registration For substances that are\u00a0NOT\u00a0listed in the Eurasian register of chemical substances and mixtures. Information required in paragraph 48; a) chemical safety report in accordance with the structure in accordance with Appendix N 3; b) the name of the chemical according to the IUPAC nomenclature, including in English; c) the structural formula of a chemical substance; d) CAS number; d) data of instrumental analysis of a chemical substance; e) the degree of purity of the chemical; g) the intended uses of the chemical; h) proposed methods of disposal (processing) of a chemical substance; i) a method of transporting a chemical substance and measures to prevent and eliminate emergencies; j) analytical methods of control; k) physicochemical data of a chemical substance; l) toxicity data for the chemical; m) data on the ecotoxicity of the chemical; n) copies of data (protocols) of studies (tests) of a chemical substance for the determination of bioaccumulation, carcinogenicity, mutagenicity, toxicity, carried out in laboratories (centers), recognized by the authorized body in accordance with the principles of good laboratory practice in accordance with the legislation of the Member State ( research (testing) in other laboratories (centers) within 2 years from the date of entry into force of this technical regulation).
