En 2010, este reglamento se revis\u00f3 por primera vez y la\u00a0<em>Inventario<\/em>\u00a0(IECSC) se introdujo en virtud de la Orden n\u00ba 7.<\/p><p>Tras 9 a\u00f1os de aplicaci\u00f3n de la Orden n\u00ba 7, el MEE convoc\u00f3 la segunda revisi\u00f3n de\u00a0<em>Medidas para el Registro de Gesti\u00f3n Medioambiental de Nuevas Sustancias Qu\u00edmicas,\u00a0<\/em>que se aprob\u00f3 definitivamente el 12 de febrero de 2020 (Orden MEE n\u00ba 12). Esta nueva normativa entr\u00f3 en vigor el 1 de enero de 2021 y sustituy\u00f3 a la anterior (Orden n\u00ba 7).<\/p><p>En virtud de lo dispuesto en este Reglamento, las empresas deber\u00e1n presentar una solicitud de registro si la sustancia fabricada\/importada no figura en el\u00a0<em>Inventario<\/em>. Todas las actividades, incluidas la investigaci\u00f3n, la producci\u00f3n, la importaci\u00f3n y la transformaci\u00f3n, deben cumplir los requisitos del reglamento siempre que las sustancias qu\u00edmicas entren en su \u00e1mbito de aplicaci\u00f3n. La lista se ha actualizado peri\u00f3dicamente desde entonces. Actualmente, hay 46.192 sustancias qu\u00edmicas incluidas en las \u00faltimas actualizaciones (\u00daltima fecha de referencia 2020-11-17). Las sustancias del inventario se presentan como nombres de categor\u00eda, no se indica ni el n\u00famero CAS ni la estructura molecular. Las sustancias que no figuran en el Inventario se consideran\u00a0<strong>Nueva sustancia qu\u00edmica<\/strong>.<\/p><p>El Inventario consta de dos partes (<strong>p\u00fablico<\/strong>\u00a0y\u00a0<strong>confidencial<\/strong>). Actualmente hay 3.270 sustancias confidenciales. Las empresas deben presentar una solicitud formal para comprobar si una sustancia figura en la parte confidencial. El Centro de Gesti\u00f3n de Residuos S\u00f3lidos y Productos Qu\u00edmicos de China (SCC), una divisi\u00f3n de MEE, emitir\u00e1 entonces una carta de confirmaci\u00f3n (normalmente en 2 semanas) y se cobrar\u00e1 una tasa de 3 000 RMB. GPC puede atender la consulta en nombre del cliente.<\/p><p>A pesar de que todos los mon\u00f3meros figuran en el inventario, sigue siendo necesario registrar los pol\u00edmeros.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-be669e4 elementor-widget elementor-widget-heading\" data-id=\"be669e4\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>Los titulares de certificados o sus RUP, independientemente de los tipos de registro, tienen que presentar los primeros informes de actividad en un plazo de 60 d\u00edas desde la primera actividad (fabricaci\u00f3n e importaci\u00f3n\/transferencia al usuario intermedio) de las sustancias qu\u00edmicas en cuesti\u00f3n.<\/p><p>El informe debe contener la siguiente informaci\u00f3n:<\/p><ul><li>Informaci\u00f3n de la empresa importadora o productora nacional<\/li><li>Hora, lugar y volumen de la primera actividad<\/li><li>Informaci\u00f3n del usuario transferido<\/li><li>Medidas de control de riesgos medioambientales<\/li><li>Aplicaci\u00f3n de los requisitos de gesti\u00f3n medioambiental<\/li><\/ul>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ddf09c4 elementor-widget elementor-widget-heading\" data-id=\"ddf09c4\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h4 del segundo a\u00f1o de registro.<\/p><p>El informe anual debe incluir la siguiente informaci\u00f3n:<\/p><ul><li>Registro de las actividades de las nuevas sustancias qu\u00edmicas desde el a\u00f1o pasado, incluido el volumen de producci\u00f3n o importaci\u00f3n, el historial de transferencias y la informaci\u00f3n sobre los usuarios del tratamiento.<\/li><li>Registro sobre comunicaci\u00f3n de informaci\u00f3n<\/li><li>Emisi\u00f3n al medio ambiente<\/li><li>Medidas de control de riesgos medioambientales<\/li><li>Aplicaci\u00f3n de los requisitos de gesti\u00f3n medioambiental\u00a0<\/li><\/ul><p><em>Nota: los usuarios del tratamiento est\u00e1n obligados a ayudar a los titulares de los certificados a cumplir con la obligaci\u00f3n del informe Substances that are\u00a0not listed in the Inventory are considered\u00a0New Chemical Substance. The Inventory consists of two parts (public\u00a0and\u00a0confidential). Currently, there are 3,270 confidential substances. Companies must submit a formal enquiry in order to check if a substance is listed in the confidential part. China Solid Waste and Chemicals Management Center (SCC), a division of MEE, then will issue a letter of confirmation (usually within 2 weeks) and a 3 000 RMB fee will be charged. GPC can assist the enquiry on the customer\u2019s behalf. Despite all monomers being listed in the inventory, polymers are still required for registration. Annual Report First activity report Certificate holders or their ORs, regardless of registration types, have to submit the first activity reports within 60 days since the first activity (manufacture and import\/transfer to downstream user) of concerning chemical substances. The report should contain the following information: Domestic importing or producing company\u2019s information Time, place, volume of the first activity Transferred user\u2019s information Environmental risk control measures Implementation of environmental management requirements Annual Report Regular registration certificate holders or their ORs of those noted with Annual Report obligation on their certificates have to submit Annual Reports before 30 April from the second year of registration.
