Parmi ses objectifs, le m\u00e9morandum visait \u00e0 \u00e9changer des informations (notamment l'\u00e9tude br\u00e9silienne sur la gestion des produits chimiques) et \u00e0 renforcer la collaboration dans la conception de politiques, de r\u00e9glementations et d'instruments r\u00e9glementaires pour la gestion des substances chimiques.<\/p><p style=\"font-weight: 400;\">Les\u00a0<a href=\"https:\/\/www.argentina.gob.ar\/sites\/default\/files\/if-2019-54718677-apn-dsypqsgp.pdf\" data-lf-fd-inspected-xbp1oaenlpz8edvj=\"true\" target=\"_blank\" rel=\"noopener\">Loi nationale sur la gestion des risques li\u00e9s aux substances chimiques<\/a>\u00a0a \u00e9t\u00e9 publi\u00e9 en juin 2019 dans le but de cr\u00e9er un inventaire harmonis\u00e9 au niveau national de toutes les substances chimiques produites ou introduites sur le territoire et de renforcer les m\u00e9canismes d'\u00e9valuation et de gestion de leurs risques. Le syst\u00e8me est similaire \u00e0 celui propos\u00e9 au Br\u00e9sil : il sera mis en \u0153uvre par phases ; le minist\u00e8re de l'environnement et du d\u00e9veloppement durable est le principal organisme responsable ; les produits chimiques seront \u00e9valu\u00e9s par un comit\u00e9 sp\u00e9cial qui cr\u00e9era une liste de produits chimiques dangereux (et seront class\u00e9s par ordre de priorit\u00e9 pour la gestion des risques) ; un temps d'adaptation de 3 ans ; et les mises \u00e0 jour annuelles obligatoires du syst\u00e8me par les fabricants et les importateurs suivront.<\/p><p style=\"font-weight: 400;\">Le gouvernement local a publi\u00e9\u00a0<a href=\"https:\/\/www.argentina.gob.ar\/normativa\/nacional\/resoluci%C3%B3n-192-2019-325029\" target=\"_blank\" rel=\"noopener\">R\u00e9solution 192\/2019<\/a>qui a cr\u00e9\u00e9 une liste nationale des substances chimiques existantes, r\u00e9glement\u00e9es et interdites, et qui est continuellement compl\u00e9t\u00e9e. Cette liste est en constante \u00e9volution,\u00a0<a href=\"https:\/\/www.argentina.gob.ar\/normativa\/nacional\/decreto-504-2019-325441\" target=\"_blank\" rel=\"noopener\">D\u00e9cret 504\/2019<\/a>\u00a0a \u00e9t\u00e9 publi\u00e9 en \u00e9troite collaboration, mettant en place un groupe interminist\u00e9riel charg\u00e9 de coordonner les diff\u00e9rents domaines gouvernementaux afin de garantir la gestion nationale des substances chimiques, en respectant les engagements nationaux et internationaux pris.<\/p><p style=\"font-weight: 400;\">Le projet de loi sur les produits chimiques nationaux a \u00e9t\u00e9 pr\u00e9sent\u00e9 au d\u00e9bat public en septembre 2019, juste avant les \u00e9lections nationales d'octobre. En fin de compte, le changement de gouvernement a affect\u00e9 les progr\u00e8s ult\u00e9rieurs et le projet a \u00e9t\u00e9 retir\u00e9 par le pouvoir ex\u00e9cutif argentin. Dans l'ensemble, le SGH est devenu obligatoire pour les substances le 1er janvier 2017, et pour les m\u00e9langes \u00e0 partir du 1er juin 2017. En Argentine, le SGH est compl\u00e9t\u00e9 par les normes de l'Institut argentin de normalisation et de certification (IRAM).\u00a0<\/span><span lang=\"EN-US\"><a Chemical Regulation Argentina REACH What is Argentina REACH? In 2018, a\u00a0memorandum\u00a0of understanding and cooperation for the management of chemicals was signed between Argentina and Brazil. Among its objectives, the memorandum aimed to exchange information (including the Brazilian study on chemical management) and to strengthen collaboration in the design of policies, regulations, and regulatory instruments for the management of chemical substances. The\u00a0National Law for the Management of the Risk of Chemical Substances\u00a0was published in June 2019 with the purpose to create a harmonized inventory at the national level of all chemical substances produced or introduced in the territory and to strengthen the mechanisms for evaluating and managing their risk. The system is similar to the one proposed in Brazil: it will be implemented in phases; the Ministry of Environment and Sustainable Development is the main agency in charge; chemicals will be evaluated by a special committee that will create a hazardous chemical list (and will be prioritized for risk management); a 3 years adaptation time; and manufacturers\u2019 and importers\u2019 mandatory annual updates to the system will follow. The local government issued\u00a0Resolution 192\/2019, which created a national list of existing, restricted, and prohibited chemical substances, and is continuously being populated. Moreover,\u00a0Decree 504\/2019\u00a0was closely published, implementing an interministerial group responsible for coordinating different governmental areas to guarantee national management of chemical substances, fulfilling the national and international commitments assumed. The draft law of national chemical legislation was presented to public discussion in September 2019, right before the country\u2019s election in October. In the end, the change in government affected further progress and the draft was withdrawn by Argentina\u2019s executive power.
