En 2010, ce r\u00e8glement a \u00e9t\u00e9 r\u00e9vis\u00e9 pour la premi\u00e8re fois et le r\u00e8glement sur l'enregistrement des nouvelles substances chimiques (MEP Order No.7) a \u00e9t\u00e9 adopt\u00e9.\u00a0<em>Inventaire<\/em>\u00a0(IECSC) a \u00e9t\u00e9 introduite dans le cadre de l'ordonnance n\u00b0 7.<\/p><p>Apr\u00e8s 9 ans de mise en \u0153uvre de l'ordonnance n\u00b0 7, le MEE a demand\u00e9 la deuxi\u00e8me r\u00e9vision de l'ordonnance n\u00b0 7.\u00a0<em>Mesures pour la gestion environnementale de l'enregistrement des nouvelles substances chimiques,\u00a0<\/em>qui a \u00e9t\u00e9 finalement approuv\u00e9e le 12 f\u00e9vrier 2020 (MEE Order No.12). Ce nouveau r\u00e8glement est entr\u00e9 en vigueur le 1er janvier 2021 et a remplac\u00e9 le r\u00e8glement pr\u00e9c\u00e9dent (arr\u00eat\u00e9 n\u00b0 7).<\/p><p>En vertu des dispositions de ce r\u00e8glement, les entreprises doivent soumettre une demande d'enregistrement si la substance fabriqu\u00e9e\/import\u00e9e n'est pas r\u00e9pertori\u00e9e dans la liste des substances de l'UE.\u00a0<em>Inventaire<\/em>. Toutes les activit\u00e9s, y compris la recherche, la production, l'importation et le traitement, doivent \u00eatre conformes aux exigences du r\u00e8glement tant que les substances chimiques entrent dans le champ d'application de ce r\u00e8glement. Les demandeurs \u00e9trangers peuvent d\u00e9signer un agent chinois (OR) qui partagera avec eux la responsabilit\u00e9 l\u00e9gale de remplir les obligations d'enregistrement et de post-enregistrement. La liste a \u00e9t\u00e9 r\u00e9guli\u00e8rement mise \u00e0 jour depuis lors. Actuellement, 46 192 substances chimiques ont \u00e9t\u00e9 r\u00e9pertori\u00e9es lors des derni\u00e8res mises \u00e0 jour (date de r\u00e9f\u00e9rence la plus r\u00e9cente : 2020-11-17). Les substances de l'inventaire sont pr\u00e9sent\u00e9es sous forme de noms de cat\u00e9gories, sans num\u00e9ro CAS ni structure mol\u00e9culaire. Les substances qui ne sont pas r\u00e9pertori\u00e9es dans l'inventaire sont consid\u00e9r\u00e9es comme des\u00a0<strong>Nouvelle substance chimique<\/strong>.<\/p><p>L'inventaire se compose de deux parties (<strong>public<\/strong>\u00a0et\u00a0<strong>confidentiel<\/strong>). Il existe actuellement 3 270 substances confidentielles. Les entreprises doivent soumettre une demande officielle afin de v\u00e9rifier si une substance figure dans la partie confidentielle. Le Centre chinois de gestion des d\u00e9chets solides et des produits chimiques (SCC), une division du MEE, \u00e9mettra alors une lettre de confirmation (g\u00e9n\u00e9ralement dans un d\u00e9lai de deux semaines) et des frais de 3 000 RMB seront factur\u00e9s. Le GPC peut aider le client \u00e0 effectuer la demande de renseignements.<\/p><p>Bien que tous les monom\u00e8res soient r\u00e9pertori\u00e9s dans l'inventaire, les polym\u00e8res doivent encore \u00eatre enregistr\u00e9s.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-be669e4 elementor-widget elementor-widget-heading\" data-id=\"be669e4\" soit le type d'enregistrement, doivent soumettre les premiers rapports d'activit\u00e9 dans les 60 jours suivant la premi\u00e8re activit\u00e9 (fabrication et importation\/transfert \u00e0 l'utilisateur en aval) des substances chimiques concern\u00e9es.<\/p><p>Le rapport doit contenir les informations suivantes :<\/p><ul><li>Informations sur la soci\u00e9t\u00e9 importatrice ou Under the provisions of this regulation, companies shall submit registration application if manufactured\/imported substance is not listed in the\u00a0Inventory. All activities including research, production, importation and processing have to comply with the regulation requirements as long as the chemical substances are under the scope of this regulation. Chinese manufacturers or importers Chinese processing users Foreign companies selling New Chemical Substances to China can register via Only Representative (OR) Chinese domestic companies can submit the application by themselves. Overseas applicants can appoint a Chinese agent (OR) who will share the legal responsibility with them to fulfill the registration and post-registration obligations. The OR should have a legal entity in China. \u00a0\u00a0 Registration Type Registration Document Inventory The Inventory of Existing Chemical Substances in China (IECSC) was introduced in 2013. The list has been regularly updated since then. Currently, there are 46,192 listed chemical substances as of the latest updates (Latest reference date 2020-11-17). Substances in the inventory are presented as category names, neither CAS number nor molecular structure is given. Substances that are\u00a0not listed in the Inventory are considered\u00a0New Chemical Substance. The Inventory consists of two parts (public\u00a0and\u00a0confidential). Currently, there are 3,270 confidential substances. Companies must submit a formal enquiry in order to check if a substance is listed in the confidential part. China Solid Waste and Chemicals Management Center (SCC), a division of MEE, then will issue a letter of confirmation (usually within 2 weeks) and a 3 000 RMB fee will be charged. GPC can assist the enquiry on the customer\u2019s behalf. Despite all monomers being listed in the inventory, polymers are still required for registration. Annual Report First activity report Certificate holders or their ORs, regardless of registration types, have to submit the first activity reports within 60 days since the first activity (manufacture and import\/transfer to downstream user) of concerning chemical substances. The report should contain the following information: Domestic importing or producing company\u2019s information Time, place, volume of the first activity Transferred user\u2019s information Environmental risk control measures Implementation of environmental management requirements Annual Report Regular registration certificate holders or their ORs of those noted with Annual Report obligation on their certificates have to submit Annual Reports before 30 April from the second year of registration.
