Tra i suoi obiettivi, il memorandum mirava a scambiare informazioni (tra cui lo studio brasiliano sulla gestione delle sostanze chimiche) e a rafforzare la collaborazione nella progettazione di politiche, regolamenti e strumenti normativi per la gestione delle sostanze chimiche.<\/p><p style=\"font-weight: 400;\">Il\u00a0<a href=\"https:\/\/www.argentina.gob.ar\/sites\/default\/files\/if-2019-54718677-apn-dsypqsgp.pdf\" data-lf-fd-inspected-xbp1oaenlpz8edvj=\"true\" target=\"_blank\" rel=\"noopener\">Legge nazionale per la gestione del rischio delle sostanze chimiche<\/a>\u00a0\u00e8 stato pubblicato nel giugno 2019 con lo scopo di creare un inventario armonizzato a livello nazionale di tutte le sostanze chimiche prodotte o introdotte nel territorio e di rafforzare i meccanismi di valutazione e gestione del loro rischio. Il sistema \u00e8 simile a quello proposto in Brasile: sar\u00e0 implementato in fasi; il Ministero dell'Ambiente e dello Sviluppo Sostenibile \u00e8 l'agenzia principale incaricata; le sostanze chimiche saranno valutate da un comitato speciale che creer\u00e0 un elenco di sostanze chimiche pericolose (e saranno prioritarie per la gestione del rischio); un tempo di adattamento di 3 anni; seguiranno aggiornamenti annuali obbligatori al sistema da parte di produttori e importatori.<\/p><p style=\"font-weight: 400;\">Il governo locale ha emesso\u00a0<a href=\"https:\/\/www.argentina.gob.ar\/normativa\/nacional\/resoluci%C3%B3n-192-2019-325029\" target=\"_blank\" rel=\"noopener\">Risoluzione 192\/2019<\/a>che ha creato un elenco nazionale di sostanze chimiche esistenti, limitate e proibite, che viene continuamente aggiornato. Inoltre,\u00a0<a href=\"https:\/\/www.argentina.gob.ar\/normativa\/nacional\/decreto-504-2019-325441\" target=\"_blank\" rel=\"noopener\">Decreto 504\/2019<\/a>\u00a0\u00e8 stato pubblicato a stretto giro, implementando un gruppo interministeriale responsabile del coordinamento di diverse aree governative per garantire la gestione nazionale delle sostanze chimiche, rispettando gli impegni nazionali e internazionali assunti.<\/p><p style=\"font-weight: 400;\">Il progetto di legge sulla legislazione nazionale in materia di sostanze chimiche \u00e8 stato presentato alla discussione pubblica nel settembre 2019, poco prima delle elezioni di ottobre. Alla fine, il cambio di governo ha pregiudicato ulteriori progressi e il progetto \u00e8 stato ritirato dal potere esecutivo argentino. Complessivamente, il GHS \u00e8 diventato obbligatorio per le sostanze il 1\u00b0 gennaio 2017 e per le miscele dal 1\u00b0 giugno 2017. In Argentina, il GHS \u00e8 integrato dalle norme dell'Istituto argentino di standardizzazione e certificazione (IRAM).\u00a0<\/span><span lang=\"EN-US\"><a href=\"https:\/\/catalogo.iram.org.ar\/#\/normas\/detalles\/9818\" target=\"_blank\" rel=\"noopener\">41.400\/2013<\/a><\/span><span lang=\"EN-US\">\u00a0(SDS) e\u00a0<\/span><span lang=\"EN-US\"><a href=\"https:\/\/catalogo.iram.org.ar\/#\/normas\/detalles\/11506\" target=\"_blank\" rel=\"noopener\">IRAM 41.401\/2020<\/a><\/span><span Chemical Regulation Argentina REACH What is Argentina REACH? In 2018, a\u00a0memorandum\u00a0of understanding and cooperation for the management of chemicals was signed between Argentina and Brazil. Among its objectives, the memorandum aimed to exchange information (including the Brazilian study on chemical management) and to strengthen collaboration in the design of policies, regulations, and regulatory instruments for the management of chemical substances. The\u00a0National Law for the Management of the Risk of Chemical Substances\u00a0was published in June 2019 with the purpose to create a harmonized inventory at the national level of all chemical substances produced or introduced in the territory and to strengthen the mechanisms for evaluating and managing their risk. The system is similar to the one proposed in Brazil: it will be implemented in phases; the Ministry of Environment and Sustainable Development is the main agency in charge; chemicals will be evaluated by a special committee that will create a hazardous chemical list (and will be prioritized for risk management); a 3 years adaptation time; and manufacturers\u2019 and importers\u2019 mandatory annual updates to the system will follow. The local government issued\u00a0Resolution 192\/2019, which created a national list of existing, restricted, and prohibited chemical substances, and is continuously being populated. Moreover,\u00a0Decree 504\/2019\u00a0was closely published, implementing an interministerial group responsible for coordinating different governmental areas to guarantee national management of chemical substances, fulfilling the national and international commitments assumed. The draft law of national chemical legislation was presented to public discussion in September 2019, right before the country\u2019s election in October. In the end, the change in government affected further progress and the draft was withdrawn by Argentina\u2019s executive power. Meanwhile, an improved version is ready to be published, but not to be presented to Congress since the new election is scheduled for October 2021.
