Nel 2010, questo regolamento \u00e8 stato rivisto per la prima volta e il\u00a0<em>Inventario<\/em>\u00a0(IECSC) \u00e8 stato introdotto con l'Ordine n. 7.<\/p><p>Dopo 9 anni di attuazione dell'Ordine n. 7, il MEE ha richiesto la seconda revisione dell'Ordine n. 7.\u00a0<em>Misure per la gestione ambientale Registrazione di nuove sostanze chimiche,\u00a0<\/em>che \u00e8 stato approvato definitivamente il 12 febbraio 2020 (MEE Order No.12). Questo nuovo regolamento \u00e8 entrato in vigore il 1\u00b0 gennaio 2021 e ha sostituito il precedente (Ordine n. 7).<\/p><p>In base alle disposizioni di questo regolamento, le aziende devono presentare una domanda di registrazione se la sostanza fabbricata\/importata non \u00e8 elencata nella lista delle sostanze da importare.\u00a0<em>Inventario<\/em>. Tutte le attivit\u00e0, comprese la ricerca, la produzione, l'importazione e la lavorazione, devono essere conformi ai requisiti del regolamento finch\u00e9 le sostanze chimiche rientrano nell'ambito di applicazione del regolamento stesso. I richiedenti all'estero possono nominare un agente cinese (RUP) che condivider\u00e0 con loro la responsabilit\u00e0 legale di adempiere agli obblighi di registrazione e post-registrazione. Da allora l'elenco \u00e8 stato regolarmente aggiornato. Attualmente, le sostanze chimiche elencate sono 46.192 in base agli ultimi aggiornamenti (ultima data di riferimento 2020-11-17). Le sostanze presenti nell'inventario sono presentate come nomi di categoria, senza indicare n\u00e9 il numero CAS n\u00e9 la struttura molecolare. Le sostanze che non sono elencate nell'Inventario sono considerate\u00a0<strong>Nuova sostanza chimica<\/strong>.<\/p><p>L'Inventario \u00e8 composto da due parti (<strong>pubblico<\/strong>\u00a0e\u00a0<strong>riservato<\/strong>). Attualmente sono presenti 3.270 sostanze riservate. Le aziende devono presentare una richiesta formale per verificare se una sostanza \u00e8 elencata nella parte riservata. Il China Solid Waste and Chemicals Management Center (SCC), una divisione del MEE, emetter\u00e0 una lettera di conferma (di solito entro 2 settimane) e verr\u00e0 addebitato un costo di 3.000 RMB. GPC pu\u00f2 assistere la richiesta per conto del cliente.<\/p><p>Nonostante tutti i monomeri siano elencati nell'inventario, i polimeri devono ancora essere dal tipo di registrazione, devono presentare le prime relazioni sulle attivit\u00e0 entro 60 giorni dalla prima attivit\u00e0 (fabbricazione e importazione\/trasferimento all'utilizzatore a valle) delle sostanze chimiche in questione.<\/p><p>Il rapporto deve contenere le seguenti informazioni:<\/p><ul><li>Informazioni sull'azienda importatrice o produttrice nazionale<\/li><li>Ora, luogo e volume della prima attivit\u00e0<\/li><li>Informazioni sull'utente trasferite<\/li><li>Misure di controllo del rischio ambientale<\/li><li>Attuazione dei requisiti di gestione ambientale<\/li><\/ul>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ddf09c4 elementor-widget elementor-widget-heading\" data-id=\"ddf09c4\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Rapporto loro RUP di coloro che sono stati segnalati con l'obbligo di presentare relazioni annuali sui loro certificati devono presentare relazioni annuali entro il 30 aprile a partire dal secondo anno di registrazione.<\/p><p>La relazione annuale deve contenere le seguenti informazioni:<\/p><ul><li>Registro delle attivit\u00e0 relative alle nuove sostanze chimiche dell'ultimo anno, compresi i volumi di produzione o importazione, la storia dei trasferimenti e le informazioni sugli utilizzatori del trattamento.<\/li><li>Registrazione della comunicazione delle informazioni<\/li><li>Emissione nell'ambiente<\/li><li>Misure di controllo del rischio ambientale<\/li><li>Attuazione dei requisiti di gestione ambientale\u00a0<\/li><\/ul><p><em>Nota: gli utenti del trattamento sono tenuti ad assistere i titolari dei certificati nell'adempimento dell'obbligo di rendicontazione annuale.\u00a0<\/em><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<section class=\"elementor-section Annual Report First activity report Certificate holders or their ORs, regardless of registration types, have to submit the first activity reports within 60 days since the first activity (manufacture and import\/transfer to downstream user) of concerning chemical substances. The report should contain the following information: Domestic importing or producing company\u2019s information Time, place, volume of the first activity Transferred user\u2019s information Environmental risk control measures Implementation of environmental management requirements Annual Report Regular registration certificate holders or their ORs of those noted with Annual Report obligation on their certificates have to submit Annual Reports before 30 April from the second year of registration.
