II \u4e2d \"\u9700\u8981\u6ce8\u518c\u7684\u4f18\u5148\u7269\u8d28 \"\u7684\u7269\u8d28\u624d\u9700\u8981\u6ce8\u518c\u3002<\/p><\/li><\/ul>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div TPA\uff0c\u90fd\u5fc5\u987b\u53d1\u51fa\u62a5\u9001\u3002\u00a0<\/p><p>ICMSR \u5c06\u5305\u62ec\u4e00\u4e2a\u521d\u59cb\u901a\u62a5\u671f (INP)\uff0c\u5236\u9020\u5546\u3001\u8fdb\u53e3\u5546\u548c\u6388\u6743\u4ee3\u8868\u5e94\u5728\u6b64\u671f\u9650\u5185\u901a\u62a5\u5176\u7269\u8d28\u3002\u76ee\u524d\u7684\u8349\u6848\u89c4\u5b9a\u521d\u59cb\u901a\u62a5\u671f\u4e3a 180 \u5929\uff0c\u4ece ICMSR \u751f\u6548\u5f00\u59cb\u8ba1\u7b97\u3002\u5728 INP \u671f\u95f4\u7533\u62a5\u7684\u7269\u8d28\u5c06\u88ab\u89c6\u4e3a\u73b0\u6709\u7269\u8d28\u3002\u00a0<\/p><p>\u5728 INP \u671f\u95f4\u672a\u62a5\u9001\u7684\u7269\u8d28\u5c06\u88ab\u89c6\u4e3a\u65b0\u7269\u8d28\u3002\u5982\u679c\u6295\u653e\u5230\u5370\u5ea6\u5e02\u573a\u7684\u6570\u91cf\u8d85\u8fc7 1 TPA\uff0c\u5219\u5fc5\u987b\u5728\u6295\u653e\u5230\u5370\u5ea6\u9886\u571f\u524d\u81f3\u5c11 60 \u5929\u63d0\u4ea4\u62a5\u9001\u3002<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div 1 \u5428\uff0c\u5219\u4e5f\u9700\u8981\u8fdb\u884c\u767b\u8bb0\u3002\u00a0<\/p><p>ICMSR \u91c7\u7528\u5217\u8868\u6ce8\u518c\u6cd5\u3002\u6240\u6709\u5217\u5165\u9644\u8868 II \u7684\u7269\u8d28\u5fc5\u987b\u5728\u5217\u5165\u9644\u8868\u540e\u7684 18 \u4e2a\u6708\u5185\u8fdb\u884c\u6ce8\u518c\u3002\u00a0<\/p><p>\u4e2d\u95f4\u4f53--\u7528\u4e8e\u751f\u4ea7\u3001\u6d88\u8d39\u6216\u5728\u5316\u5b66\u52a0\u5de5\u4e2d\u7528\u4e8e\u8f6c\u5316\u4e3a\u5176\u4ed6\u7269\u8d28\u7684\u7269\u8d28--\u4e5f\u6709\u767b\u8bb0\u4e49\u52a1\uff0c\u767b\u8bb0\u4e49\u52a1\u56e0\u5176\u6570\u91cf\u4ee5\u53ca\u662f\u5426\u50a8\u5b58\u6216\u8fd0\u8f93\u800c\u5f02\u3002\u00a0<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div The ICMSR is expected to be notified to WTO in 2022 and come into force after a process of legal vetting and ministerial feedback. Who is concerned? Indian manufacturers and importers are required to comply with the ICMSR, which also contains some obligations for Downstream Users.\u00a0 Foreign entities wishing to place products in the Indian market should appoint an Authorized Representative (AR) to act and comply with the ICMSR on their behalf. Notification is required for all substances that are in quantity above 1 Tonne Per Annum (TPA). Additionally, only substances that are listed in \u201cPriority Substances Required to be Registered\u201d in Schedule II of the ICMSR need to be registered. What are the main obligations under ICMSR? Notification Notification is required for all substances placed in Indian Territory in quantities above 1 TPA.\u00a0 The ICMSR will include an Initial Notification Period (INP) where manufacturers, importers and Authorised Representatives should notify their substances. The current Draft provides for an INP of 180 days, counting from the entry into force of the ICMSR. Substances notified during the INP will be considered Existing Substances.\u00a0 Substances not notified during the INP will be considered as New Substances. If placed in the Indian market in quantities above 1 TPA, they must be notified at least 60 days prior to being placed in Indian Territory. Registration In addition to Notification, some substances will require Registration if placed in Indian Territory in quantities above 1 TPA. These substances will also require Registration when present in Articles from which they are intended or likely to be released in quantities greater than 1 tonne per producer or importer and year.\u00a0 The ICMSR adopts a listing approach to Registration. All substances listed in Schedule II must be Registered within the 18 months following their inclusion in the Schedule.\u00a0 Intermediates \u2013 substances that are manufactured for, consumed in, or used in chemical processing to be transformed into other substances \u2013 also incur Registration obligations, which vary according to their quantity and whether they are stored or transported.\u00a0 Reporting The information submitted at the time of Notification and Registration must be regularly updated.\u00a0 An annual report must be set for all notified substances during the first 60 days of the calendar year.
