Vietnam REACH: Chemical Registration and Compliance Services

Manufacturing chemicals for export or supplying to the Vietnamese market? The key points to consider at the outset are the identity of the substance and its current inventory status, as well as the controls placed on chemicals and the responsibilities of your local importer.

We support companies like yours in determining Vietnam’s chemical requirements and aid in preparing required documents for market access. The support provided is in the form of regulatory applicability, registration preparation, import compliance, Vietnamese SDS and labeling review.

What Is Vietnam REACH and the Law on Chemicals?

“Vietnam REACH” is an industry abbreviation for “Vietnam chemical management under the framework of the Law on Chemicals and its implementing regulations”.

Vietnam’s neu Law on Chemicals 69/2025/QH15 comes into force auf January 1, 2026, superseding Law on Chemicals 06/2007/QH12. The neu law contains regulations on chemical activities and safety, as well as on chemical information and auf hazardous chemicals in products and goods. The new Law on Chemicals is managed by the Ministry of Industry and Trade (MOIT).

The law will sein put into practice by a number of decrees and circulars including Decrees 24/2026/NĐ-CP, 25/2026/NĐ-CP and 26/2026/NĐ-CP as well as several circulars listing out chemical-substance lists, carrying out several activities relating to chemicals, defining required safety measures und outlining specific requirements with respect to implementation.

Key obligations applicable zu a particular substance or product will depend on die relevant activity oder activities carried out by a company together with the role that that company plays in a supply chain. Die first step ist to conduct eine Inventar check of all die chemicals held, und then determine whether any requirement for registration, licensing, import declaration etc. applies.

What Changed Under Vietnam’s New Chemical Law?

Businesses should review their compliance arrangements against the 2026 implementing framework rather than rely solely on procedures developed under the previous legislation.

Key implementing instruments include:

Legislation

Main subject

Decree 24/2026/NĐ-CP

Lists of chemicals regulated under the Law on Chemicals

Decree 25/2026/NĐ-CP

Chemical industry development, safety and security

Decree 26/2026/NĐ-CP

Management of chemical activities and hazardous chemicals in products and goods

Circular 01/2026/TT-BCT

Detailed guidance and forms supporting the law and Decree 26

The implementing framework addresses distinct procedures for new chemicals, controlled chemical activities and imported chemical declarations. Businesses should identify the procedure relevant to their operations before preparing submissions.

Who Must Comply With Vietnam’s Chemical Regulations?

Importers, manufacturers, distributors, warehouse-keepers and industrial users, operating on the market in Vietnam, are under an obligation to comply with certain obligations related to their activities.

Foreign suppliers such as your company also have obligations. They must supply their Vietnamese partners with accurate information on the identity of the substance and its composition as well as provide relevant information on potential hazards and required documentation.

For each product, establish:

  • Who manufactures, imports or places it on the Vietnamese market.
  • Which substances it contains.
  • Its intended uses and hazard classification.
  • Whether registration, declaration, licensing or other controls apply.

Which Chemicals Are Regulated or Exempt?

Requirements for Vietnam chemicals depend on relevant chemical lists and activities. Decree 24/2026/NĐ-CP lays down the scope applying to the above chemical lists.

Compliance assessment: The chemical identity, the mixture’s composition, concentration, intended use, and the quantities to be used as well as any restrictions applicable to the chemical(s).

Just because a product is exempt from one compliance requirement does not mean that it is exempt from all the requirements for chemicals listed under the law. This includes requirements for registration, for import declaration, for licensing, and for hazard communication.

How Can You Check Vietnam’s National Chemical Inventory?

Start with reliable identification of the substances to assess for the stock check. A trade name usually does not enable a meaningful and satisfactory stock check on its own.

Prepare the following information:

  • Chemical name and CAS number, where available.
  • Substance composition and relevant impurities.
  • Whether the material is a substance or mixture.
  • Available SDS and technical documentation.
  • Intended manufacture or import activities.

Consideration needs to be given to the relevant national inventory and the conditions governing recognized foreign chemical inventories in Vietnam. The source and date of any check carried out should be recorded and any uncertain matches need to be investigated to determine the appropriate compliance route.

When Is New Chemical Registration Required in Vietnam?

New-chemical registration requirements should be assessed before manufacture or import.

Assessment needs to be made against the definition of a new chemical, existing inventory holding and relevant registration process.

Under Vietnam’s current legal framework for the management of new chemicals, manufacturers/importers should establish the correct procedure for registration of the new chemical and what information is required to support the submission for review.

What Information Is Required for Chemical Registration?

The exact dossier depends on the applicable registration route. For an initial assessment, businesses should gather:

Information

Purpose

Applicant and local business details

Establish the responsible parties

Chemical identity and composition

Identify the substance being assessed

Inventory evidence

Support the registration-route assessment

Intended uses and estimated quantities

Describe the proposed activity

Physical, chemical and hazard information

Support technical evaluation

Available studies and assessment reports

Identify usable evidence and data gaps

SDS and supporting documents

Check consistency across the submission

This is a preparation checklist rather than an exhaustive statutory dossier. Confirm the required forms, technical evidence and language requirements before submission.

What Are Vietnam’s Chemical Import Declaration and Licensing Requirements?

Chemical import declarations, licenses and new-chemical registration are all separate procedures.

Vietnam’s implementing guidance sets out the imported chemical declaration form and the relevant licensing procedures for controlled chemicals.

Before shipping, the importer should establish:

  • The correct product and customs classification.
  • Whether the chemical falls within a regulated category.
  • Which declaration or licence requirements apply.
  • Whether an exemption is available.
  • Which documents must be ready for clearance.

Do not mistake a registration or a finding on an inventory for all of the import requirements having been met.

What Are the Vietnamese SDS and Labelling Requirements?

Vulnerable parties such as companies and organizations supplying hazardous chemicals must fulfill all Vietnamese requirements for classification, SD Sheets and labels.

The review should cover:

  • Vietnamese-language documentation requirements.
  • Product and supplier identification.
  • Applicable hazard classification.
  • Pictograms, signal words and precautionary information.
  • Consistency between the SDS, label and product composition.
  • Relevant packaging and product-specific requirements.

Similarly, an SDS prepared for export to other countries should also be checked for suitability to the local market requirements. Translation of an SDS in itself does not make it compliant with local requirements.

What Compliance Deadlines and Transitional Provisions Apply?

The main framework dates are:

Instrument

Effective date

Law 69/2025/QH15

1 January 2026

Decree 24/2026/NĐ-CP

17 January 2026

Decree 25/2026/NĐ-CP

17 January 2026

Decree 26/2026/NĐ-CP

17 January 2026

These effective dates do not mean every business has the same compliance deadline. Existing certificates, newly controlled chemicals and specific activities may require separate transitional assessments.

Review existing authorisations, current chemical lists and applicable amendments before relying on a transitional arrangement. Historical inventory nomination windows should not be presented as current submission deadlines.

How Can Foreign Manufacturers Meet Vietnam’s Chemical Requirements?

Foreign manufacturers should coordinate with their Vietnamese importers before supplying products.

One needs to agree who assesses whether certain regulations apply, who sets up and checks all necessary documents, who submits the dossier and who keeps all necessary records. For confidential information on composition one needs to agree on appropriate information sharing.

However, by providing accurate information on the chemical identities of products, up-to-date SDSes and relevant technical information as early as possible, foreign manufacturers can allow local importers to identify relevant compliance requirements and to deal with any documentation problems early on.

Frequently Asked Questions About Vietnam REACH

1. Is Vietnam REACH the Same as EU REACH?

In general terms, the industry refers to “Vietnam REACH” but legislation for chemicals in Vietnam is quite separate from that for the EU and REACH registration does not automatically confer compliance in Vietnam.

2. Does Every Chemical Imported Into Vietnam Require Registration?

When assessing the registration requirements for imported chemicals, it is important to note that there is no single requirement that will apply to all products. Substance identity, inventory status, controls applied and proposed use all need to be considered, in addition to import declaration or licence requirements.

3. What Happens if a Substance Is Not Listed in the Chemical Inventory?

First we check substance identity, search results from the recognized-inventory, and corresponding provisions. Based on this information we check whether a new-chemical registration is required and which procedure has to be followed.

4. Can Foreign Manufacturers Register Chemicals in Vietnam?

Support from foreign manufacturers (MANU) is required to prepare technical part of dossiers (technical data). It is also required that MANU coordinate with local partners of their Vietnamese customers in registration process. An EU-style Only Representative (OR) arrangement should not be assumed.

5. Must Safety Data Sheets Be Prepared in Vietnamese?

SDS prepared by companies supplying hazardous chemicals to Vietnam must be written in Vietnamese where required under relevant rules. Even if an English version of SDS is available, both language and content must comply with requirements. An English version only is not sufficient.

6. Does Chemical Registration Replace Import Declaration Requirements?

Registration requirements, Import Declaration requirements and Licensing requirements are all different and must be verified individually.

GPC Regulatory is happy to assist with assessment of the relevant chemical compliance requirements in Vietnam for your company.
