什么是 AICIS(澳大利亚工业化学品引进计划)?
2019 年工业化学品法设立了澳大利亚工业化学品引进计划 (AICIS),以规范澳大利亚工业化学品的进口和生产(引进)。
AICIS 于 2020 年 7 月 1 日取代了国家工业化学品通报和评估计划(NICNAS)。AICIS 监管用于工业用途的化学品(包括聚合物),如油墨、油漆、粘合剂、溶剂、化妆品和个人护理产品、清洁产品,以及制造、建筑和采矿应用,并促进工业化学品的安全使用,以保护人类健康和环境。
谁会受到影响?
以商业为目的的工业化学品进口商和制造商(引进者)需要在该计划下注册其业务。所有工业化学品引进者必须将其化学品进口或生产(引进)分为以下几类,即:列入清单的引进、豁免引进、报告引进、评估引进、商业评估,然后再将其引入澳大利亚境内。
如果引进物被列入《澳大利亚工业化学品清单》(《清单》),则被归类为清单引进物,可在遵守监管义务(如有)的情况下投放市场。如果引进物不属于清单所列类别,则必须授权将其归入任何其他类别。
年度申报
无论引进类别如何,必须在每个注册年度结束时(8 月 1 日至 11 月 30 日)提交年度申报。该申报是为了说明在上一个注册年度进口或生产的工业化学品,并确认引进是根据澳大利亚法律授权的。
化学品介绍类别
以商业为目的的工业化学品进口商和制造商(引进者)需要在该计划下注册其业务。所有工业化学品引进者必须将其化学品进口或生产(引进)分为以下几类,即:列入清单的引进、豁免引进、报告引进、评估引进、商业评估,然后再将其引入澳大利亚境内。
如果引入物被列入《澳大利亚工业化学品名录》(《名录》),则被归类为 列表介绍在遵守监管义务(如有)的情况下,可以投放市场。如果引进的产品不在所列类别中,则必须获得授权才能进入其他任何类别。
非澳大利亚介绍人必须注册其业务,并满足合规和报告要求,以便不间断地向澳大利亚出口。为此,必须获得澳大利亚注册企业编号(ARBN)。如果非澳大利亚介绍人无法获得澳大利亚注册企业号 (ARBN),也可指定澳大利亚代理以满足合规要求。

Documentation & Recordkeeping Under AICIS
All introducers (importers and manufacturers) of industrial chemicals must ensure compliance with the requirements of the Australian Industrial Chemicals Introduction Scheme (AICIS). To ensure compliance all introducers must keep records and documentation for all industrial chemical(s) introduced by them for a minimum period of 5 years.
- Identity Records for the Chemical – e.g. molecular formula, CAS registry number, chemical name.
- Safety Data Sheets (SDS) for the introduced chemical(s) – These must be able to be accessed by the introducer and made available to the end user as required by the Code for the Manufacture of Industrial Chemicals (CMIC).
- A description of the risk assessment information used to identify health and environmental hazards of the industrial chemical present and the effects that they have on human health and the environment.
- The volume at which you import/ manufacture a chemical – used to calculate the registration level and AICIS fees that you pay.
- Exposure scenarios: information describing how the introduced chemical is used and managed, how it is handled and how it should be disposed of.
- Introduction category justification: The justification for introducing a chemical under a particular introduction category (listed, exempted, reported, assessed or commercial evaluation).
- Records that provide evidence of calculation of declared volumes of introduced industrial chemicals (e.g. commercial invoices; orders; airway bills; receipts).
Note that AICIS may require documentation to be provided within 20 working days. All documentation for a chemical must be retained for a minimum of 5 years after use for introduced industrial chemicals whether or not the chemical is still being introduced.
